Sky Sport Italia suggest Toro directors contacted Chelsea today to request the 24-year-old.
He spent last season on loan in Spain with Malaga, scoring two goals in 12 Liga appearances.
Atsu had previous spells at Porto, Rio Ae, Vitesse, Everton and Bournemouth.
With nine goals in 44 senior caps for Ghana, Atsu plays primarily on the right wing, but can also do a job on the left or in a trequartista role behind the strikers.
