The Giallorossi had gone to appeal, but that has been quashed today by the court, Gazzetta dello Sport reveal.
They have however, seen their fine reduced from €80,000 to €50,000.
Roma will now go to the High Court for another appeal to try and allow fans into the Curva Sud and Curva Nord.
