The Giallorossi had hoped to include Seydou Doumbia in the deal, but the Citizens were not remotely interested.
According to Il Tempo newspaper, both Dzeko and Gerson could be announced by tomorrow.
Creative midfielder Gerson had been due to join Barcelona, but Roma matched their €18m offer and the Blaugrana are not prepared to raise the bid further.
This would only ensure purchase of 70 per cent of the 18-year-old’s contract, as he is also owned by various funds.
The Giallorossi aim to send Marquinho to Fluminense in part-exchange, although he is negotiating for a loan spell at Udinese first.
