The Delfini will be in Serie A next season for the first time in 20 years, but Zeman left to take over at Roma.
Stroppa was on the short-list of candidates with current Italy Under-21 manager Ciro Ferrara and Delio Rossi, though this evening he was appointed with a statement on the club website.
Stroppa has signed a one-year contract with an option for a second and will be presented to the media tomorrow at 11.00 UK time.
Stroppa is best known as a former player at Milan, Lazio and Udinese, while his management career involved four years at the Milan youth team and this season with Sudtirol-Alto Adige.
He was a player under Zeman at Foggia, so can follow the same tactical approach.
