The midfielder was crucial to their Europa League-winning campaign last season, but has spent much of this term on the bench and was visibly furious when substituted against Southampton yesterday.
“I want to keep him. I don’t want him to go,” Mourinho told Sky Sports. “That is my opinion, my wish, but my door is open.
“The club’s door is open too, so when a player wants to speak to us we are there waiting for them.”
Napoli would be favourites to sign Mata, as he would be reunited with former Chelsea manager Rafa Benitez.
Inter, Roma and to a lesser degree Juventus have also shown an interest in the 25-year-old Spanish attacking midfielder, who started only nine Premier League games this season.
However, there is considerable financial clout around Europe keeping an eye on the situation and Paris Saint-Germain could offer up to £30m.
Chelsea are eager not to sell to one of their Premier League rivals, so that rules out Manchester United, Arsenal, Liverpool and Tottenham.
