Milan had been eager to take the defender on loan after Daniele Bonera was ruled out for three months with a fractured knee-cap.
It is reported Inter wanted either to sell Silvestre or loan the Argentine out for a fee with option to buy.
Galliani was speaking ahead of the ceremony to draw up the Serie A 2013-14 fixture list.
