The centre-back already had very little playing time last summer and the arrival of Medhi Benatia from Bayern Munich will limit his possibilities even more.
Rugani would cost at least €30m, but Benatia’s presence means Juventus could in theory loan him out to Milan for one season.
It would reunite him with Alessio Romagnoli, his teammate in the Italy Under-21 defence.
