Suarez was caught on camera biting Italy defender Chiellini during the final minutes of the World Cup game in Natal, leaving a visible mark on his shoulder.
“You need to show me the incident, because I didn't see anything,” Lugano told reporters after the match.
“Did you see it today or did you see what happened in other years? You couldn't have seen it today because nothing happened.
“Chiellini’s attitude is worst of all. He's a great player, with an enormous status. It doesn't correspond with Italian football. As sportsmen leaving the field, crying and appealing against a rival.
“As a man, he disappointed me totally.”
Suarez has already bitten players twice before in his career, in the Dutch Eredivisie and the Premier League.
If found guilty again, he could be on the end of a six-month ban, missing the rest of the World Cup.
FIFA have opened an investigation into the incident.
