The 22-year-old right-sided winger has 11 senior caps for Portugal under his belt and is under contract until June 2022.
He came up through the Sporting CP youth academy and already has two goals in two Liga NOS appearances this season.
The price-tag for Gelson Martins is €60m, but Inter hope the Gabigol deal can help smooth things over for a discount and preferential treatment.
