Milan were denied the Voluntary Agreement they had been banking on, but Fassone made it clear the club were still paying for the financial problems left behind by Silvio Berlusconi.
“We were the first club to sign up to the Voluntary Agreement, which UEFA can unilaterally say ‘no’ to,” began the CEO in the fourth and final part of his video message.
“The path of UEFA, which decided to set up Voluntary Agreements, should be to meet clubs that want to bring themselves back up with major investments.
“There will be an international debate on whether the Voluntary Agreement is to be maintained, or whether the political will is different to the old UEFA.
“The Settlement Agreement is already known to European clubs, has been in force for several years and has already been signed off by some clubs.
“I want to clarify: Milan have breached Financial Fair Play regulations for several years and tried not to be punished in the years 2014, 2015, 2016.
“UEFA hasn’t given us the possibility of not paying fines, but it’ll propose a reasonable settlement to us, with sanctions that I expect won’t be excessive but in line with those already applied in the past.
“They will presumably place sporting restrictions on us, in terms of the number of players that can take part in European competitions and perhaps on salaries.
“We’ll see, but UEFA will propose us solutions to solve the problems and violations created in the past.”
