It's worth €8m plus €2m in bonuses, while La Gazzetta dello Sport state he'll sign a contract to June 2024 with a salary of €1m per year.
The 23-year-old came up through the Nerazzurri youth academy and spent the last few seasons on loan at Bari, Benevento, Novara and Palermo.
Last term, he scored nine Serie B goals with three assists.
Puscas has scored four goals in eight senior Romania matches, while at Under-21 level he netted 16 times in 23 games.
Reading have been busy, as today they officially signed former Sampdoria goalkeeper Rafael Cabral, who was released from his contract last week.
