City are apparently ready to offer €35m to the capital club for their vice-captain, while offering the 29-year-old a four-year deal worth €9m a campaign.
De Rossi’s agent flew out for talks with City officials last week which suggested that the player was considering an exit.
Roma boss Zdenek Zeman yesterday also confirmed that he had spoken to City boss Roberto Mancini about Capitan Futuro.
The Roman was being heavily linked with a move away from his hometown club before he signed a new contract with the Giallorossi in February.
Speculation died down once he put pen to paper on a fresh agreement at the Stadio Olimpico until June 2017.
