The Rossoneri are currently pondering the Gialloblu’s request of €2m, plus Mesbah, in order to release their 2006 World Cup winner.
Mesbah, 28, has played in just one Serie A game so far this season after he rejected a summer transfer to Torino.
Fellow full-back Zaccardo, meanwhile, has scored one goal in 13 appearances for Roberto Donadoni’s side in 2012-13. Zaccardo is now 31.
Milan are also being paired with Newcastle full-back Davide Santon.
