Milan reportedly failed to sign Simakan last summer and the newspaper claims the Rossoneri have reached a general agreement over a five-year deal with the player already.
Simakan is a 20-year-old defender who has played 17 games in Ligue 1 this term, having been promoted from the youth team in July 2019.
The youngster has already played 42 games for the first team and has scored once for the club in a 3-2 defeat to Olympique Lyonnais.
Simakan has played five games in the preliminary rounds to the Europa League and has shown his versatility by operating at right-back and as a defensive midfielder.
The newspaper claims technical director Paolo Maldini is hoping to close a €15m transfer for the Strasbourg defender over the next days.
In the middle of the park, the Diavolo chase Kouadio Kone from Toulouse, a young midfielder who has been followed by the Milan scouts for quite some time.
Koné is a 19-year-old who plays regularly in Ligue 2 and was brought to Toulouse after spells at youth level with Paris FC and AC Boulogne-Billancourt.
He moved to Toulouse in July 2016 and was promoted to the first team in July 2019. The midfielder with an Ivorian citizenship and five games for France U18 made his Ligue 1 debut in 2018-19.
Last term he played 13 times in the top tier and has carved out a space in the first team in Ligue 2 this campaign.
