Both clubs are owned by the Pozzo family, who also run Spanish Liga side Granada.
According to Sky Sports, the Hornets will announce the permanent move for Vydra on Tuesday.
He helped their push towards promotion into the Premier League with 16 Championship goals.
Only recently turning 23, the Czech hitman first joined Udinese from Banik Ostrava in July 2010.
