Another option would be for Valencia to sign Kondogbia outright for a much smaller fee, but with Inter gaining a percentage on any future transfer.
Valencia are also discussing their bid for Inter defender Jeison Murillo.
Kondogbia arrived at San Siro from Monaco in the summer of 2015 for €36m plus bonuses after a bidding war with city rivals Milan.
He is not part of new Coach Luciano Spalletti’s plans and has been pushed out by the arrival of Matias Vecino and Borja Valero.
