The €30m transfer had already been agreed several weeks ago, but the move was delayed as he was participating in the World Cup.
They went out in the quarter-finals to France and the squad is flying back to Uruguay, except for Torreira.
“I would’ve been very happy to fly back with my teammates, but this is such a big opportunity and I can’t waste it,” the 22-year-old said on Telenoche at the airport.
“It was the same when leaving Uruguay at a young age to play in Italy, as I knew this was the opportunity of a lifetime to progress as a person and help my family.
“I saw the sacrifices my father made. I was away from home a long time and couldn’t even drink mate with my Mum. I’ll return to Uruguay soon enough and salute everyone.”
Torreira earned his place at the World Cup thanks to performances for Sampdoria last season.
“It’s true I didn’t take part in the qualifiers, but I am happy with my performances. I came off the bench in the first few matches, then started to become a regular and gained confidence.”
