Sky Sport Italia and calcionews24 both claim the deal is done for €3.5m.
Payment will be split into €0.5m now and the remaining €3m at the end of the season.
He is no stranger to Serie A, having spent a campaign on loan at Roma.
Toloi is expected to fly out from Brazil on Monday for his medical.
