“I’ve been in my office with Tevez’s agent and the situation is clear,” club Vice-President Adriano Galliani noted on Tuesday evening.

“Milan have an agreement with the player and just now we sent a proposal to Manchester City – a free loan with the right to buy at certain conditions.

“Why should City accept that? He is not playing, he’s a great player and if he does well with us then we’ll buy him.”

According to the Gazzetta dello Sport, Milan have asked for a free loan but they are prepared to hand over €23m in the summer to buy the player outright.

Tevez is looking for a new club after falling out with City boss Roberto Mancini earlier this season.

The two clashed after the former Manchester United player allegedly refused to play in September’s Champions League game at Bayern Munich.

Whispers in the peninsula on Wednesday claim that City could give the deal the green light at some stage today.

Should an agreement be reached then Tevez will join up with his new teammates during their winter training camp in Dubai after Christmas.
