According to the Daily Mail and Sky Sports, Spurs suddenly surged with a £17m offer for the 24-year-old – matching the €20m asking price.
“The situation is well underway,” Corinthians director of football Edu told UOL.
“We have to agree on some details of the negotiation, so I can’t say he will leave yet, but the negotiations are good.”
Tottenham had been hoping to pay £15m, but that was not considered to be enough for the Seleçao star.
While Roma and Real Madrid are also tracking Paulinho, the battle has been largely between Inter and Spurs.
