The two remaining candidates held discussions, but could not come to an agreement and it now appears CONI President Giovanni Malago will have to be appointed as extraordinary commissioner.
“After having tried in every way to reach an agreement which would have led to a convergence, I must say that the conditions aren’t there to proceed,” Sibilia admitted ahead of the fourth round of voting.
“As a result I ask the delegates from the National Amateur League to submit blank ballot papers.”
The players’ union has already decided to spoil their ballots, but it appears impossible at this point there will be an overall winner.
There are seven groups included in the voting, but their voting percentage is based on their size – meaning the amateur leagues get far more of a say than Serie A clubs.
Serie A gets 20 delegates, with 21 for Serie B and 60 for the Lega Pro.
However, the Amateur League gets 90 delegates, 32 per cent of the overall total and 34 per cent of the vote.
The players get 20 per cent of the vote, the Coaches 10 per cent, and referees 2 per cent.
