However, Novara, who were relegated from Serie B last term, today won an appeal for the League to be enlarged to 22 clubs once again.
As a result, the League must choose which one of Novara and fellow-relegated outfit Juve Stabia to reinstate before the campaign gets underway.
Padova and Reggina, the two other teams to drop out of the second tier last season, are not in the running for a reprieve due to their own respective bankruptcies, leaving the aforementioned duo as the only options.
Novara are thought to be the favourites to be included in the higher tier, with the Piedmont club having only been relegated after losing a relegation play-off against Varese at the end of last season.
Juve Stabia by contrast finished rock-bottom, winning just two of 42 League matches in a woeful season.
