The 28-year-old has been netted outright by the inconsistent Serie B club after a difficult spell with the Viola.
Munari’s capture should now allow Palombo to move to San Siro as a replacement for the Paris Saint-Germain bound Thiago Motta.
Reports claim that Motta has been sold for €10m, while Palombo will be signed on loan for €1m with a buy-out set at €4m.
