Genoa were also hoping to dive into the race, but Russian side Kuban Krasnodar seem to have taken the extra step.
“The operation is 99 per cent closed,” said Nacional Montevideo director Claudio Puig.
“We are down to the final details and on Tuesday he should be in Russia to sign the contract. It is a very good move both for us and the player.”
