Bailey enjoyed an impressive season in Leverkusen during 2017-18, contributing 12 goals in 34 appearances.
Should a move for Bailey not materialise, Roma are also said to have identified Ajax man David Neres as an alternative.
Corriere states that Monchi feels the 21-year-old is a similar type of player to his Brazilian compatriot Malcom.
Earlier in the week, it had appeared Malcom was on the verge of heading to the Italian capital after his former club Bordeaux announced a deal had been agreed with Roma.
However, after Barca came in with a higher offer late on, the French club blocked the deal and sold to the Catalan giants instead.
