Clubs have become increasingly frustrated at the way UEFA checks the balance sheets, suggesting sides like Paris Saint-Germain and Manchester City find loopholes.

“Financial Fair Play should be brought up to date, because at the time it was written to put a stop to the mountain of debts in football,” Paolillo told RMC Sport Radio.

Clubs have become increasingly frustrated at the way UEFA checks the balance sheets, suggesting sides like Paris Saint-Germain and Manchester City find loopholes.

“Financial Fair Play should be brought up to date, because at the time it was written to put a stop to the mountain of debts in football,” Paolillo told RMC Sport Radio.

“We had to prevent the threat of a chain reaction of bankruptcies. We achieved our aim, but Financial Fair Play has failed to bring forward new clubs who remained trapped in the very tight parameters.

“We must try to incentivise new owners to invest, so that everyone can be on an even playing field. It’s not fair to penalise those who spent so much to purchase a club and then can’t spend any more on strengthening due to the Financial Fair Play limitations.”

The FIGC is about to finally elect Gabriele Gravina as the new President, so will Paolillo be able to contribute to the reformation of Italian football?

“Without reforming the rules, change becomes difficult. We above all need to correct the Legge 91 rule that prevents us from changing football as an industry.

“I would like to participate and write something new. The real problem in Italian football is that we are unable to bring out the young talent and can’t even put the clubs in a condition to let them play. We can improve so much in this area.”
