Ibarbo has been in Serie A with Cagliari since July 2011 and is still only 24 years old.
He has scored one goal in 11 senior caps for Colombia, including at the 2014 World Cup.
Ibarbo is the second new striker that Roma have signed this week after Seydou Doumbia from CSKA Moscow.
In turn, they handed Mattia Destro to Milan on loan with an option to buy.
