New Partenopei director of sport Cristiano Giuntoli met with Pozzo in London on Thursday to discuss the deal.
Allan has been offered a four-year contract worth €1.5m per season.
In a separate negotiation between the two clubs, Napoli striker Duvan Zapata looks set to join Udinese on a complex two-year loan.
This would give Aurelio De Laurentiis’ side an option to bring him back to the Stadio San Paolo after one year for a set fee.
It’s reported this deal had been offered to Sampdoria, who considered the €2.5m cost of a loan far too expensive.
