La Gazzetta dello Sport believes that the Partenopei submitted an offer to the Old Lady, but were turned down with the assurance that the youngster was not on the market.
Rugani worked alongside new Napoli Coach Maurizio Sarri at Empoli last season and the Vesuviani boss is believed to be keen on a reunion.
