Atleti were only prepared to offer €6-7m for the Poland international, while Marseille are also not going to meet the €15m asking price.
The only club ready to offer that is Fiorentina, but Milik has no intention of joining a side in the bottom half of the Serie A table.
Milik has been frozen out of the squad all season after refusing to sign a new contract or accept a transfer.
