The Diavolo waved goodbye to a host of their veteran players once their contracts expired before then selling Thiago Silva and Zlatan Ibrahimovic to Paris Saint-Germain.
“I still can’t evaluate the strength of Milan after the loss of their best two players, but it is inevitable that they will suffer from that,” he told the Gazzetta dello Sport.
“A lot will depend on Kevin Prince Boateng, while I’ll add that the signing of Nigel De Jong from Manchester City was a good one.”
Milan will begin their Champions League campaign next week and Capello has warned them to take nothing for granted.
“I’d say that they must start with a win against Anderlecht at all costs and then go to Zenit with caution,” he added.
Milan will also be up against Malaga in Group C. “Milan can qualify, but only if they play well.”
Turning his attention to Juventus, another former club, the tactician is expecting them to make an impact at home and abroad.
“They have a clear advantage in Serie A because Antonio Conte has constructed a mechanism that works well and they’ve added good players to that over the summer.
“The Champions League for Juve? Shakhtar are a boring opponent, but less strong, while against Nordsjaelland they just can’t get distracted.
“I like the fact that they will debut in the home of reigning champions. Chelsea have changed, they have more personality than last year, and at least in the League Roberto Di Matteo has started well. In the Super Cup though…”
Chelsea lost 4-1 to Europa League champions Atletico Madrid last month.
