Lovato, 21, made his Serie A debut with Verona in 2019-20 but played his first complete season in Italy’s top flight last term, managing 24 appearances under Ivan Juric.
His move to Bergamo could mean are Atalanta are considering selling Cristian Romero to Tottenham.
Talks between the two clubs have been ongoing for days now, but the two clubs have not reached an agreement yet.
According to Romano, Barcelona are not in the race, although there had been reports the Catalans were interested in signing the Argentinean on loan with an option to buy.
