Toro spent €9m to sign Ljajic from Roma in the summer of 2016 and he is still only 26 years old, this season contributing three goals and eight assists in 17 competitive games.
According to Tuttosport, Spartak Moscow have not given up their chase for the former Fiorentina, Roma and Inter striker.
Offering around €10m, a move is still possible until the Russian transfer window closes on February 24.
There are also options for Ljajic to go abroad towards China or America with Major League Soccer.
