The pricing of €13m was initially considered too expensive, but Lotito is believed to be willing to come close to that amount.
Pavoletti's personal reluctance has more to do with the interest shown in him by Milan than with any inherent dislike of the Roman team.
The 28-year-old is currently waiting to see whether the Rossoneri will make an offer, but he would not disdain Lazio as a destination either.
The Biancocelesti are also looking to reinforce themselves defensively, as the Corriere dello Sport reports of an interest in Feyenoord defender van Beek.
The Dutchman's price is believed to be somewhere between €6m and €7m.
