The South American’s proposed move to the Stadio San Paolo could subsequently see Morgan De Sanctis join Roma.
Julio Cesar, who only joined QPR from Inter a year ago, is available for transfer after the club were relegated from the Premiership.
“If he wants to leave, we’ll sell him,” QPR boss Harry Redknapp said earlier today.
“Napoli are not short of money, they're just selling Edinson Cavani for £54m, so if they want him surely they've got to come and do a deal.
“We have to do a deal that suits the football club and not deals that suit agents and other people.”
Cavani will be presented as a Paris Saint-Germain player later today.
