Shaqiri only joined the Nerazzurri in January on loan with option to buy from Bayern Munich, but struggled for playing time.
Coach Roberto Mancini increasingly shunted him to the sidelines and he does not appear to be in his plans for this season.
Schalke are prepared to take Shaqiri on and pay the outstanding sum owed to Bayern Munich, namely €16m.
