“I can rule out his arrival for economical reasons,” Genoa sporting director Stefano Capozucca told Sportitalia. “His salary is just too high for us.
“Palacio? For the time being he is staying at Genoa.”
Milito, 31, joined Inter in 2009 and played a vital role in their immediate treble success of the Scudetto, Champions League and Coppa Italia.
The South American has enjoyed two spells at Genoa previously in his career – from January 2004 until June 2005, as well as the 2008-09 campaign.
It’s understood that the striker earns around €4.5m a season at San Siro.
