According to La Gazzetta dello Sport, the Partenopei hope to use him as part of an exchange deal to reinforce the attack.
Uruguay international midfielder Gargano could therefore join Cagliari with Colombian forward Ibarbo going the other way.
Ibarbo is an extremely quick wide forward who scored six Serie A goals for the Sardinians last season.
He is not the only Cagliari player of interest to Napoli, as they have also approached them for Davide Astori and Radja Nainggolan.
