Foggia had sent the appeal following Palermo’s demotion for financial irregularities.
However, CONI appeals court chief Franco Frattini ruled on Friday that the original verdict would stand.
Consequently, there will be no need for playouts, with the Rossoneri finishing a point behind Salernitana in 16th place.
