Sky Sport Italia confirmed negotiations, but Mediaset Premium suggest they are already at an advanced stage.
Despite only being 20 years old, Nandez already has three caps for Uruguay at senior level.
He was a regular in the Under-20 squad and helped Penarol to the League title last season.
Nandez can play in several midfield roles and crucially already has an Italian passport, so can be registered as an EU player.
