The 26-year-old was purchased from Milan for a total €14.4m in January 2016, after his loan spell at Monaco.
It was a strong season for El Shaarawy, who scored 11 Serie A goals in 28 appearances.
However, his contract was due to expire in June 2020 and Roma had no intention of renewing it, so had to sell now in order to make a profit.
