He had played relatively regularly under previous Inter Coach Andrea Stramaccioni after arriving in January 2013, but has increasingly fallen off the radar since Walter Mazzarri took charge.
Kovacic has made 25 Serie A appearances this season, but 16 of them were as a substitute and he was subbed off in four others.
According to Sport Mediaset, the young midfielder is frustrated at the situation and could seek a summer move to get more regular playing time.
Clubs around Europe are lining up to take advantage of the situation, including Borussia Dortmund, Chelsea, Arsenal and Manchester United.
They will note Inter already let promising youngsters go before getting the best out of them, such as Philippe Coutinho to Liverpool.
However, the Nerazzurri paid €11m for Kovacic just over a year ago and have no intention of releasing him for less than €15m.
President Erick Thohir has repeatedly said he wants to build the team on youth, so Kovacic is a valuable asset.
