The newspaper says that a meeting has been scheduled for today to begin negotiations for a deal to bring the 23-year-old to London.
He is currently on loan at the Giallorossi from Stuttgart, but Roma have the option to sign him for €9m at the end of the season.
The paper believes the capital club will activate that option before discussing a €20m sale to Chelsea.
The Blues have also been strongly linked with Lupi midfielder Nainggolan, but the report warns the Belgium international doesn’t want to leave.
