The original plan had been for the Turkey international to move on loan with obligation to buy, therefore guaranteeing the transfer would be completed in June 2021.
However, after he underwent a medical with Leicester representatives at the Villa Stuart clinic in Rome, and issues emerged about a work permit, the situation changed.
Sky Sport Italia claim Roma and Leicester City instead agreed it would be a loan for €3m with option to buy at the end of the season for a further €24m.
This, of course, all depends on the 23-year-old getting a work permit at all.
Under only managed four senior international caps since November 2018, largely due to injury.
As Turkey are not an EU member state and are 32nd in the latest FIFA World Ranking, Cengiz would have had to play in at least 75 percent of their games to be ordinarily considered for a British work permit.
