It is understood that the stopper has cost the Italian outfit a fee in the region of €3.5m. Velez, however, will get 15 per cent of any future transfer fee once Catania sell him on.
The South American was being tracked by a number of English clubs, including Manchester City and Sunderland.
Peruzzi, though, could miss the start of the season given that he has been struggling with a knee problem which may require surgery.
Peruzzi has won four international caps.
