According to The Sun newspaper, the Gunners and Jurgen Klopp’s Reds are set for a bidding war in the next few months.
They are both eager to snap up Italy international striker Belotti from Toro.
The 22-year-old scored four goals in two Serie A games this season, also seeing two penalties saved.
Last term the former Palermo hitman got 12 top flight goals, 11 of them coming in 2016.
