According to Sport Mediaset, Bianconeri director general Beppe Marotta was in London on Monday for talks with two Premier League clubs.
Chelsea have requested around €15m (£12.5m) for Belgian international De Bruyne, who has managed only nine competitive appearances for the club this season.
The 22-year-old attacking midfielder would be available on loan, as his agent is pressing for more playing time ahead of the 2014 World Cup.
The sticking point is that Juventus want a six-month loan with an option to make the move permanent at the end of the season.
Marotta’s other appointment was with Manchester United to discuss long-term target Nani and has offered Mirko Vucinic in exchange to lower the £16m asking price.
The 27-year-old Portuguese winger has made only eight Premier League appearances this term.
Vucinic is also of interest to Tottenham, who could include Erik Lamela in a potential swap deal.
