Italian reports claim the Beneamata have paid an initial €65m for the 26-year-old, with €10m to follow in addons and a possible percentage of a future resale going to United.
English sources believe the fee is closer to €80m, but Antonio Conte has nonetheless got his man for a club-record figure.
Lukaku only joined United from Everton for an initial £75m (€85m) and scored 41 goals in 98 appearances for the Red Devils, providing 13 assists.
However, he lost his place as their first-choice centre-forward to Marcus Rashford last season.
Prior to his spell in Manchester, the hitman netted 145 times for Anderlecht and West Bromwich Albion and Everton.
Lukaku, who has 48 goals in 81 caps for Belgium, links up in Serie A with his Lazio-playing brother Jordan.
