The 28-year-old tough tackler currently has a contract until 2017 with Newcastle that is worth £45,000 per week, but the paper claims Napoli can almost double those wages.
It is also believed that the Magpies want £16m (€20m) for Tiote and could hold out when faced with an offer of £12m (€15m).
