It was reported that a potential move for just €18m was on the cards, on from Rodgers seemingly encouraging speculation ahead of a pre-season friendly at the weekend with the Rossoneri.
However, since, the manager has made clear his position on the 23-year-old.
“I can categorically tell you that he will not be at Liverpool,” Rodgers has told British media this week.
“I was asked the question about Balotelli and spoke about what a talent he is and excellent player he is.
“He is a wonderful player, but a Milan player, I just gave my opinion of him, but doesn’t mean I will be signing him.”
